Microsoft's IP outreach program--Microsoft hawking its non-core technology to other companies and making a buck or two--is now working through governments and public sector development agencies to find entrepreneurs and small businesses to run with them.
Microsoft casts it as a form of local economic development and driving innovation. So far it's worked with Enterprise Ireland, an economic development agency, and the Finnish National Fund for Research and Development (Sitra).
Microsoft is also developing relationships with VCs same as IBM has been doing.
