Mar. 22--It is notable that President Bush reaffirmed one of the key components of terrorism strategy on the eve of the three-year anniversary of the Iraq War this weekend -- the policy of preemptive strikes.

One of the key justifications for attacking Iraq was the need to prevent it from doing harm to the United States. Traditionally, it has been American policy to respond to threats only if we have been attacked, but the Bush administration now has an offensive rather than a defensive strategy. In other words, we hit them first before they hit us.
