Mar. 27--Janice Gobert is living with a fire-damaged refrigerator on her apartment patio and leaking faucets that caused the water bill to triple.
She's sick of the maintenance problems the management won't handle.
Why not move out?
Gobert, 42, searched, but the closest place she found was in Baytown.
"There is nowhere to go here in Beaumont," she said.
Stuck in a cramped rental market, apartment dwellers are finding it hard to move when the rent goes up or the property falls below their standards.
