The Missile Defense Agency's (MDA) effort to develop and field an integrated ballistic missile defense system is at risk because the agency has not completed a system-engineering plan nor fully planned sustainment for the system, according to a recent Defense Department report.
Without those plans, "[t]herefore, the Missile Defense Agency is at risk of not successfully developing an integrated ballistic missile defense system," the March 2 DoD Inspector General's (IG) report said (D-2006-060).
