Apr. 4--Jim Morgens is ready to launch his second effort to gain Monterey County approvals to subdivide the 890-acre September Ranch, a Carmel Valley landmark his family has owned for 40 years. After an environmental lawsuit sidetracked the project for several years, Morgens, an Atlanta real estate developer, commissioned new studies to analyze contentious water and traffic issues. Those issues have been studied in such depth and the impacts mitigated in such fashion that Morgens admits to cautious optimism that the 109-home project will survive the latest test.
