Apr. 4--WEST PALM BEACH A* Mayor Lois Frankel climbed into a backhoe Monday and tore a gash in the side of the D&D Centre, a dormant downtown building where the city plans a massive government complex called City Center.
Just after the demolition ceremony, attended by about 70 people, the mayor said she had a new take on a proposed referendum aimed at thwarting the project, which is supposed to house City Hall and the library.
