Apr. 6--A coalition of civil rights groups yesterday urged renewal of provisions of the 1965 Voting Rights Act, saying non-English speakers and black voters need protection from the threat of racially motivated redistricting, lack of translation services and other potential impediments in Long Island and New York City.
