Personal bankruptcies in Minnesota plunged nearly 75 percent in the first quarter of 2006, as consumers struggled to understand the new bankruptcy law. According to bankruptcy research firm Lundquist Consulting, 1,189 Minnesotans filed for bankruptcy protection in the past three months. The national numbers tell the same story, with personal bankruptcy filings at 20-year lows. The numbers might give the impression that October's Bankruptcy Abuse Prevention and Consumer Protection Act - meant to reduce bankruptcy abuse while preserving it as an option for the neediest consumers - is a roaring success.
