The analysis of change within programs under the jurisdiction of federal land management agencies can be quite challenging for students of American public policy. Agencies like the United States Forest Service (USFS) have historically enjoyed considerable discretion to manage wildfire programs with little oversight or political interference from political superiors within Congress or the executive branch.
