MOSCOW -- Western oil companies and traders are adopting a business-as-usual approach despite the political storm that erupted in Moscow following President Yeltsin's announcement Tuesday that he was dissolving parliament.
The turmoil has brought the Russian Federation to the point of paralysis. The country now has two presidents, two defense ministers, two security ministers, a new minister for foreign economic relations and is likely to have two parliaments by December.
With rumors of troop movements abounding and reshuffling and resignations taking place within the government, the situation is one of complete bedlam.
