Changes that occurred in the USSR in the 1930s in the area of theory and practice of military organizational development (an increase in the WPRA strength, a rise in its level of equipment, a transition from the mixed (territorial-militia) to the cadre principle of organization, and a number of others) were behind the growth and complication of the tasks tackled by the rear services.
