WASHINGTON, April 18 /PRNewswire/ -- The Mercatus Center at George Mason University released its Annual Performance Report Scorecard at an event today on Capitol Hill. Researchers found that while the quality of disclosure of the reports has improved, only 15 percent of the $2.45 trillion spent by the agencies in fiscal 2005 was covered by reports with scores that were "satisfactory" or better.
