Health and Human Services (HHS) Secretary Michael Leavitt outlined the President's Fiscal Year 2007 (FY 2007) budget proposal for the Health and Human Services Department last week, whose $66 billion proposed discretionary budget authority represents a $1.4 billion reduction from 2006.
