Apr. 20--RICHMOND -- In another sign of rising tensions at Capitol Square, a leading Republican senator Wednesday publicly rebuked the fundraising tactics of a colleague. He also expressed his disappointment with the budget views of the Senate's presiding officer, Lt. Gov. Bill Bolling. Sen. Thomas K. Norment Jr., R-James City, stilled the chamber with a lengthy floor speech about the traditional civility of the Senate and how that appears to be eroding.
