Bills would alter universal service, require greater oversight of E-rate.

Two pieces of legislation have been introduced in Congress that deal with the E-rate program, which provides funding for school and library technology services.

The E-rate program is part of the Universal Service Fund and is currently overseen by the Federal Communications Commission and run by the Universal Service Administrative Co. The two bills aim to overhaul the USF program.

The Universal Service Reform Act of 2006, H.R. 5072, would require broadband companies to make contributions to the fund and require FCC and others to establish a fair and equitable formula for what companies should pay. The legislation also would create a new commission of state and federal ...
