Former Administration Secretary Mark Bugher says political appointees should be able to serve on panels that award state contracts if they offer "unique knowledge, skills or other attributes" that would benefit the state.
Bugher, who served under Republican Gov. Tommy Thompson, recommended the changes today in a six-page report on the state's contracting process requested by Democratic Gov. Jim Doyle.
Doyle sought Bugher's review in February after federal prosecutors charged that a Department of Administration employee steered a state travel contract worth $750,000 to one of Doyle's major campaign ...
