Most welfare families counted in work participation data in 2004 had unsubsidized jobs, and very few were engaged in the job skills training that welfare law allows.
That finding is important as advocates and welfare program officials are preparing for the new demands of increased work participation requirements under this year's welfare reform law. The new law, which was attached to the Deficit Reduction Act earlier this year, makes significant changes in the work participation requirements--and makes them quickly.
