When the Jack Abramoff lobbying scandal broke across Washington last winter, members of the U.S. House and Senate began a furious effort to write new ethics rules to prove they could regulate their own worst impulses and hold the influence peddlers at bay. This week members of the House will begin debating its version of ethics reform, and one can only say that if they can't do better than this they should start over.
