Apr. 26--If Tuesday's City Council meeting was any indication, the road to reorganizing local government is going to be a bumpy one.

Ultimately, council decided to hold a public hearing to gauge sentiment before going further with a resolution that would start the process under terms of the recently passed House Bill 1362.
