OTTAWA -- Natural gas ratepayers in Southern California on Monday formally complained that Alberta producers have overcharged Los Angeles $1.36 billion for gas over the past 13 years.
The complaint was filed the same day that more Canadian gas officially began to flow through Pacific Gas Transmission Co.'s (PGT) $1.6 billion pipeline expansion to California.
California's Division of Ratepayer Advocates, the consumer ombudsman, filed documents with the California Public Utilities Commission (CPUC) claiming Pan-Alberta Gas Ltd. overcharged for gas the Calgary marketing company sold Los Angeles beginning in 1981.
