Apr. 26--Like many small-business owners on Cape Cod, Scott Howard sometimes feels like he is swimming against the tide of rising fuel costs.
Owner of Dean's Carpets and Interior Designs in Bourne, he has watched the recent rise in gas prices with a sinking heart.
"I get hit with a fuel surcharge on every delivery I get," said Howard, whose family has owned and operated the business for several years.
