May 5--Making no specific mention of a decision granting Gov. Bob Taft the right to keep some policy records private, Ohio's Supreme Court chief justice warned Thursday that the independence of American courts is under attack.

Chief Justice Thomas J. Moyer -- speaking before a gathering of about 500 in Akron at the annual luncheon of the Ohio State Bar Association -- told listeners that the very foundation of a constitutional democracy is impartial courts.

"In the past year, we have witnessed two phenomena in this country that have converged to threaten the impartiality of American courts," Moyer said.
