THE BARRIERS ON movement imposed in March between the Occupied Territories and Israel mark a watershed in Palestinian-Jewish relations, as noted elsewhere in this issue. The governments of Yitzhak Shamir and Yitzhak Rabin have both paid lip-service to the principle of autonomy for Palestinians in the West Bank and the Gaza Strip. As Israeli politicians of all hues sidle uncertainly towards a strategy of segregation, the implications of Palestinian autonomy and the relationship between Arabs and settlers are becoming urgently significant.
