May 11--"REFUSED." After two long, raucous hearings last month about how best to recycle a remnant of Philadelphia's industrial past, the city Zoning Board of Adjustment yesterday turned down developer Sebastian Hanson's plans to put an upscale Scores strip club into a former meatpacking plant he owns on North Sixth Street between Northern Liberties and Old City.
