Last fall, the Wilmington News Journal blew the lid off of scandalously high inmate mortality rates at state prisons. Poor health care appeared to contribute to many of the deaths, and in March, the U.S. Department of Justice agreed to launch a civil rights probe. Republicans, positioning for legislative elections, were quick to blast Gov. Ruth Ann Minner's administration, while the News Journal--hot on the trail of a Polk or Pulitzer--eagerly carried the GOP's water. Whether the issue resonates with voters, remains to be seen.
