May 12--VICTORVILLE -- As city officials and community leaders finalize a plan to revitalize Old Town, a new report shows it will take more than new paint to improve the area.The report, compiled by MIG Design, reveals that the vacancy rate of Old Town stands between 15 and 20 percent.The report indicates that Old Town is among the Victor Valley's poorest areas, with a per capita income of $11,000 within the one-mile radius.
