May 16--For much of his adult life, Paul Levy courted unemployment, arriving on the job shortly after that job's moment had passed.
In the early 1970s, he was a newly minted public school teacher in New York City as the city neared bankruptcy and its schools atrophied.
A few years later, he had a doctorate in history. Colleges and universities were oversubscribed.
In Philadelphia in the early '80s, Levy began working for the city's community development program just as the Reagan administration began slashing funding to big cities.
