May 18--University of California President Robert Dynes said Wednesday he had inherited "a culture of secrecy" and apologized to UC regents for failing to fix problems with the university's pay structure.
Speaking at the regents' meeting at UC San Francisco, where his future in the 10-campus system could be decided, Dynes said some of his subordinates exhibited a "paranoia" about hiring decisions that made it difficult to disclose some perks that violated UC rules.
