May 18--PRESIDENT Bush took a shot the other night at bridging the conflicting views on immigration by taking into account both the necessity to enforce the law and the tradition of an open-door America.

He did so as the Senate prepared to resume debate on the issue. The House passed a tough border-control bill in December, while a bipartisan group in the Senate, like the President, continues to favor a guest-worker program.
