Bad debt at Cook County's hospitals and clinics has soared to more than $300 million a year-three times what it was a decade ago. It's a figure likely to intensify the already lively debate about whether the county is doing what it should to get patients and their insurers to pay their bills.

"We have a problem collecting,'' says Cook County Board Finance Committee Chairman John Daley, whose panel on Monday plans to discuss a $23-million revenue shortfall so far this year in the county's health fund. "Taxpayers should be concerned.''
