Think of it: a tropical resort modeled after Waikiki on China's southernmost island of Hainan. Notwithstanding that its climate and environment have been likened to Hawaii's, this is still the People's Republic. If the resort project gets off the ground it will cost an estimated $10 billion over 10 years, with a nice chunk of that going for foreign expertise.
