Libya was conspicuously absent from the "Axis of Evil" that President Bush identified in his 2002 State of the Union speech, despite having been one of the world's leading state sponsors of terrorism for decades. Even then, Libya showed signs of charting a new course. Evidence of a shift has continued to accumulate, and the Bush administration has now decided that the change is for real. The United States will establish full diplomatic relations with Libya, proving to other nations that rehabilitation brings rewards.
