More than a million people nationwide used laser hair removal last year, making it second only to botox as the most common nonsurgical cosmetic procedure. And with summer fast approaching, so is the season for getting rid of unwanted body hair.

But news of people in California and Florida getting seriously burned and scarred by lasers has touched off a debate over who is qualified to perform the decade-old procedure. Joining the ranks of plastic surgeons and dermatologists in offering laser hair removal are cosmetologists working at spas.
