Kuwait's legislature voted unanimously Tuesday to remove the ailing Sheikh Saad al-Abdullah al-Sabah as emir, just nine days after he was named successor to the late Sheikh Jaber al-Ahmad al-Sabah (OD Jan. 24,p2). The Cabinet promptly named the powerful Prime Minister Sheikh Sabah al-Ahmad al-Sabah, a half brother of the late emir, as the new head of state.
