Anderson: Explain your interest in constitutionally dedicating funds for conservation and how that interest developed.

Hackbarth: In 1998, retired Sen. Bob Lessard began the effort. He modeled his bill after a constitutional tax dedication plan in Missouri. Mark Holsten, who now is deputy DNR commissioner, carried the bill in the House. I took over the bill when Mark left for the DNR. By then, it had expanded to include not only conservation but parks and trails and zoos. Lessard had included these to expand support for the bill.
