In June 1993, U.S. Senators Max Baucus (D- Mont.) and John H. Chafee (R-R.I.) introduced S. 1114, an omnibus bill to amend and reauthorize the Clean Water Act. (A similar bill is being written in the House of Representatives.) The Clean Water Act (formally titled the Federal Water Pollution Control Act Amendments of 1972) was originally passed in 1972 and has been amended several times since, most notably in 1977 and 1987. With the introduction of S. 1114, serious debate began on the efficacy of U.S. programs to eliminate water pollution and to restore the health of aquatic ecosystems.
