In a rare move, the Madison City Council has blocked Mayor Dave Cieslewicz's attempt to hire a department head, saying that he did not follow procedure to select what many members acknowledged was a highly qualified candidate.

On a 6-to-11 vote Tuesday night, the council failed to confirm Diane Hermann-Brown as Madison's next city clerk. Those who voted against the contract argued that the mayor erred when he sought a clerk-treasurer but hired a clerk without reposting the position.
