``Now is the time for action," House Speaker Dennis Hastert declared in January, vowing ethics reform in the wake of the corruption convictions of former Rep. Randy "Duke" Cunningham and super lobbyist Jack Abramoff.
Apparently he was kidding.
A proposal the House finally approved last month would do little or nothing to limit the unhealthy influence of special interests over members of Congress and their staffs. The Senate's counterpart, passed in March, is only marginally better.
