Jun. 10--When the consul to the Mexican Consulate's Office in Presidio visits Midland today, he'll be joined by Odessan Joe Alvarado, a recently appointed counselor of the Institute of Mexicans Abroad.Consul Hector Raul Acosta said he's been pleased with Alvarado's performance since his appointment in February. "It's been a long time since we've had a counselor in this area as excellent as Joe Alvarado.
