Underneath the promises, charges, countercharges, and overblown rhetoric of the New York's mayoral campaign, there was an upspoken but omnipresent question: Is New York City governable? Most of the electorate see New York as a city trapped within the structures and mistakes of its past, but there was hope that the election--regardless of who won--might provide the occasion for the creation of a new agenda.
