Jun. 16--PASCAGOULA, Miss. -- A blazing sun glinted off the Gulf of Mexico at the southernmost end of Oliver Street.
From a gutted bungalow, the scream of a saw grated through the still afternoon. A lanky, bespectacled man crouched on the floor, fitting a bedroom door to its frame and whistling while he worked.
Since arriving here from Virginia Beach in October, Lt. Charles Rowley has spent hundreds of his spare hours in houses like this that needed walls, wiring, water pipes or other major repairs as a result of a thrashing from Hurricane Katrina.
