On November 3, 1993, civil libertarians across Washington state awoke to very bad news. Initiative 593-the "Three Strikes You're Out Crime Control Proposal"--was passed by Washing, ton voters in a virtual landslide. Jubilant supporters are celebrating this "ground, breaking victory in the war on crime" and pronouncing it a predictor of the success of similar measures in other states, as well as on the federal level. We can only hope they're wrong.
Initiative 593 is but the latest manifestation of the anti-crime hysteria sweeping the nation. Not only does it fly in the face of justice but, perhaps worse, it abandons any pretense of rational thought. 1,593 imposes ...
