The Clinton administration on Jan. 6 lifted its ban on satellites falling under Department of Commerce (DoC) jurisdiction from flying on Chinese boosters, clearing the way for two Martin Marietta-built spacecraft to launch on China's Long March rocket in 1995.
However, similar restrictions on satellites under State Department purview remain firmly in place, which means two Hughes-built birds slated to fly on the Chinese booster are still on hold. Another Hughes satellite slated for launch on Long March in May, Apstar-1, is not covered by the sanctions because its license was granted before they were imposed last summer.
