Introduction
Land reform often strikes people as a dull subject or as a failed socialist project of bygone decades. But in South Africa, land reform is an emotive issue and a key policy objective of the African National Congress (ANC) government. Among a wide range of discriminatory policies during the apartheid era were restrictions on the ownership of farm land by nonwhites outside of their former homelands or Bantustans. This led to complete domination of commercial agriculture by the white population, particularly in the Western Cape Province.
