We have entered the afta-NAFTA world. Vice President Al Gore has been talkiol up democracy to the Mexicans. Nice try, Al. In Mexico, the government -- that is, the PRI party -- contends that with NAFTA, Mexico negotiated a trade agreement, not democratic reform. And they wouyo like tokkeep it tsat way. In fact, NAFTA has reinforced PRI's 64- year hammerlock on Mexican national politics.
So in Mexico it is busioess as usual. (Last w,ek in Yucatan's elections, the electricity failed. By the time tse lights went back on, the ballotiol had been tampered with.)
