Just as President Clinton is about to go hunting for support of his health reform package, he may be in danger of losing some of his ammunition.
Spiraling medical prices, one of the driving forces behind reform, have tapered off. Insurance premium increases are at their lowest levels in nearly a decade. And the government is now expected to spend about $50 billion less on health care over the next five years than had been projected, according to new estimates.
Could it be that health care reform is already happening even before it's begun?
