Jun. 29--INDEPENDENCE -- Thirteen tornadoes in 2001. Flash flooding in 2004. Five presidential disaster declarations in 10 years.
Rick Wulfekuhle has seen his share of disasters in Iowa -- enough to know one of the first things to break down in an emergency is communication.
"You feel stifled in a hurry when things go to heck," said the coordinator of the Buchanan County Emergency Management Agency.
On June 1, 2001, things unraveled: Ten tornadoes in Northeast Iowa within 24 hours, six in Buchanan County. Spotters reported one twister at least a half-mile wide with three vortices. About 20 homes near Independence ...
