Russia's Federation Council will pass a decree on July 7on the presidential right to use special forces and the Main Intelligence Directorate (GRU) outside Russia in order to fight terrorism and to protect Russian citizens, Russian Federation Council Chairman Sergey Mironov said on Friday, referring to part 3 of article 10 of the bill on countering terrorism.
