Jul. 3--COLORADO LAWMAKERS are being called back into special session on Thursday to deal again with illegal immigration. Gov. Bill Owens' official "call" sets parameters for subjects to be taken up during the special session. The session is expected to last three to seven days.
The governor's call leaves open the possibility - though remote - that the Legislature would choose to send a Nov. 7 ballot issue to voters prohibiting state and local services to illegal immigrants, except for those mandated by the federal government.
