Jul. 7--North Korea's foreign policy continues to misfire, but the Bush administration's response to Pyongyang's missile tests is right on target: This is a serious global concern, not just a disagreement with the United States. Secretary of State Condoleezza Rice reiterated that six-party talks are the only path for resolving the impasse over North Korea's nuclear policy and said Kim Jong Il's regime may have miscalculated international reaction to the past few days of missile launchings into the Sea of Japan.
